HORIZON-NEB-2026-01-BUSINESS-03: Approaches to reuse vacant, obsolete or underutilised spaces

We are building a cross‑European consortium to deliver HORIZON‑NEB‑2026‑01‑BUSINESS‑03, developing and validating a systematic, participatory and NEB‑aligned framework for the reuse of vacant, obsolete and underutilised spaces. Our Finland‑based coordination team brings architectural, built‑environment and project‑management expertise, with strong academic interest already secured for the analysis and recommendations workstream.

The project will design, pilot and refine a practical approach for identifying and prioritising underused spaces, engaging communities through co‑creation, and supporting municipalities in delivering socially and environmentally responsible reuse. Pilots will run across four European regions (North, East, South, West), generating real‑world data to inform a transferable European model.

We are seeking:

• Local Authorities to lead and host pilot neighbourhoods (2027–2030).

• Academic Institutions to deliver contextual analysis, evaluate collaborative design processes, and produce guidance for architectural practices.
