REGEN-01: Renovation strategy for the rental housing stock of the Etterbeek Housing Agency

About
The Etterbeek Housing Agency manages over 245 dwellings and 44 commercial units owned by the Municipality, including five large complexes and 55 smaller ones. Tenants qualify for reduced rents based on income thresholds and non-ownership of property, making many vulnerable to energy poverty. Over 40% of the housing stock is highly energy-intensive (EPC labels E–G), leading to high costs and emissions. The Agency aims to renovate its entire portfolio—around 10 houses and 60 apartment buildings—to reach at least EPC label C (100 kWh/m²/year).
A consultancy firm will prepare a strategic note including: an EPC review; renovation scenarios with cost estimates; assessment of user-friendly equipment; and a feasibility study for energy communities. The Agency will also monitor tenant energy consumption (initially in buildings with collective heating) to identify measured and hidden energy poverty, in compliance with data protection rules.
Awareness-raising actions—workshops, communications, and guidance on efficient energy use—will support tenants, especially in buildings slated for renovation. The Municipality has committed to a full energy renovation of the stock, with an estimated budget of €10–15 million, and seeks to mobilize funding through this strategic and investment plan.
