About
CoRLab Tech (legal entity Das Soft Plus SRL) is a software engineering company founded in 2019 in Chisinau, Republic of Moldova, with a team of around 10 people covering solution architecture, full-stack development, QA automation, UX design and project management.
We are one of the contractors behind Moldova's national health IT stack. We designed, built and maintain SIA eReteta, the national electronic prescription and reimbursement system of the National Health Insurance Company (CNAM), integrated with the national interoperability services MConnect, MPass, MSign and MNotify. We also maintain the national DRG case-mix system and SIRSM for CNAM, and we are currently building SIMSM, the national medicines stock management system. Alongside this we built a research biobank platform with Nicolae Testemitanu State University of Medicine and Pharmacy (USMF) and the Institute of Oncology, and cancer registry tooling.
What we contribute to a Horizon Europe consortium is know-how and engineering, not data. A decade inside these systems means we know how prescribing, dispensing, case-mix and reimbursement records are actually produced, where clinical coding degrades and which fields survive analysis. That is usually what decides whether a health AI or federated data design works on real records or only on a clean sample. We add production experience with national digital-government infrastructure, with de-identification and pseudonymisation pipelines, and the capacity to deliver a software work package end to end.
To be explicit about what we cannot offer: we are the software provider for these systems, not the data controller. CNAM owns the national prescription, dispensing and case-mix data; hospitals and USMF own theirs. We cannot give a consortium access to that data and we cannot commit those institutions to host a pilot. Data holders and clinical sites have to be partner institutions in the consortium.
We are looking for partners for HORIZON-CL4-2027-04-DATA-03 (decentralised, federated and sustainable AI data processing), HORIZON-CL4-2027-04-DIGITAL-EMERGING-04 (Apply AI innovation booster, health) and HORIZON-CL4-2027-04-DIGITAL-EMERGING-06 (international cooperation in AI), as a technical and domain partner inside a work package rather than as coordinator.
Moldova is associated to Horizon Europe, so we participate on equal footing with EU entities. PIC: 878123153. Contact: mihai.dascal@corlab.tech
