Building health AI infrastructure under middle-income-country constraints - implementation and know-how partner

WHY WE FIT THIS TOPIC

This topic is about getting AI adopted and deployed in low- and middle-income countries, in sectors such as healthcare, and about strengthening local innovation ecosystems. Moldova is an upper-middle-income country, an EU candidate country and an associated country to Horizon Europe. We have spent a decade building exactly this kind of infrastructure in our own country, without EU-scale budgets.

WHO WE ARE

CoRLab Tech (legal entity Das Soft Plus SRL) is a Moldovan software engineering SME. We designed, built and maintain SIA eReteta, the national electronic prescription and reimbursement system of the National Health Insurance Company (CNAM) of Moldova, integrated with the national interoperability services MConnect, MPass and MSign. We also maintain the national DRG case-mix system and SIRSM for CNAM, and we are currently building SIMSM, the national medicines stock management system. We have also built a research biobank platform with Nicolae Testemitanu State University of Medicine and Pharmacy (USMF) and the Institute of Oncology, and cancer registry tooling. PIC: 878123153.

WHAT WE DO NOT OFFER

We are the software contractor for these systems, not their owner. We cannot provide access to national health data, and we cannot commit Moldovan institutions to host a demonstration on their behalf. Any deployment site or data holder has to be a partner institution in the consortium, in Moldova or elsewhere.

WHAT WE DO OFFER

Transferable implementation know-how. National health infrastructure built against legacy data, thin IT budgets, uneven connectivity and limited clinical informatics capacity. These are the constraints that make deployments in low- and middle-income countries fail, and we learned them in production rather than from a report. That experience transfers to partners deploying in comparable settings.

Engineering capacity to build and localise. Solution architecture, backend and data engineering, integration with government identity and interoperability stacks, QA automation, privacy engineering. We can take a software work package and deliver it.

A training and capacity-building route. Our CTO is Assistant Professor of Pathophysiology at USMF and a PhD candidate in medicine, which gives a real academic path into curriculum, training material and local capacity-building activities rather than a bolted-on dissemination task.

Advisory on the governance side. Practical experience with what it takes to put a health information system into national operation - approvals, integration with public infrastructure, working with a public payer as the client.

HONEST SCOPE

Moldova is an associated country, not a target country in the usual reading of this topic. We therefore position ourselves as an implementation, engineering and knowledge-transfer partner working alongside partners based in target countries - not as the beneficiary country. Team of around 10; we do not seek to coordinate.

WHO WE WANT TO HEAR FROM

Consortia forming a proposal for HORIZON-CL4-2027-04-DIGITAL-EMERGING-06 who have partners in target countries and need a team that has actually shipped national health infrastructure under real constraints.
