Engineering and domain partner for federated health-data nodes - we built and maintain a national e-prescription system

WHO WE ARE

CoRLab Tech (legal entity Das Soft Plus SRL) is a Moldovan software engineering SME. We designed, built and maintain SIA eReteta, the national electronic prescription and reimbursement system of the National Health Insurance Company (CNAM) of Moldova, integrated with the national interoperability services MConnect, MPass and MSign. We also maintain the national DRG case-mix system and SIRSM for CNAM, and we are currently building SIMSM, the national medicines stock management system. We have also built a research biobank platform with Nicolae Testemitanu State University of Medicine and Pharmacy (USMF) and the Institute of Oncology, and cancer registry tooling. Moldova is an associated country to Horizon Europe, so we participate on equal footing with EU entities. PIC: 878123153.

WHAT WE DO NOT OFFER - PLEASE READ THIS FIRST

We are the software contractor for these systems. We are not the data controller. CNAM owns the national prescription and dispensing data; hospitals and USMF own theirs. We cannot give a consortium access to that data, we cannot commit a pilot site on their behalf, and we will not pretend otherwise in a proposal. If your project needs a data-holding partner or a clinical pilot, that has to be a health institution inside your consortium.

WHAT WE DO OFFER

Domain know-how that is hard to buy. Ten years of working with national prescribing, dispensing and reimbursement data means we know how these records are actually generated, how clinicians and pharmacists really fill them in, where the coding breaks, and which fields are trustworthy. That knowledge is usually the difference between a federated pipeline that works on real records and one that only works on the clean sample.

Engineering capacity to build the node. Solution architecture, backend and data engineering, secure integration with insurer and hospital systems, QA automation. We can be the team that implements and operates the federated node software inside a work package.

Integration with national digital-government infrastructure. We have production experience wiring health systems into a national interoperability stack - identity, signing, service bus. This is the same pattern most countries face when onboarding to a European health data space.

Privacy engineering. Practical experience with de-identification and pseudonymisation pipelines for clinical text and structured records, done for real systems rather than as a study.

ROLE WE ARE LOOKING FOR

Technical partner inside a work package. We are a team of around 10 and we do not seek to coordinate.

WHO WE WANT TO HEAR FROM

Consortia forming a proposal for HORIZON-CL4-2027-04-DATA-03 that already have their data-holding partners and need the engineering and health-domain side done properly.
