Web-GIS: Land screening, parcel management and site acquisition

Greenfield development in Germany starts with a question that takes days to answer manually: which parcels in this municipality are developable, who owns them, and what stands in the way. The answer is spread across cadastral registers, regional spatial plans, protected area inventories, grid data and terrain models, each held by a different authority in a different format.

Screening

• Search by municipality, address, cadastral parcel or project, and switch on the layers relevant to the question

• Assess constraints against protected areas and Natura 2000 sites, flood hazard zones, peat soils, regional spatial plans including priority and exclusion zones for wind, land use and existing development, slope and terrain, and grid and substation infrastructure

• Identify areas that qualify under German siting rules, including privileged corridors under §35 BauGB and EEG-eligible corridors along railways and federal roads

• Measure and draw directly on the map, and carry a drawing forward as a project outline

Parcel and landowner work

• Work with interactive ALKIS cadastral parcels from the state surveying authorities, with cadastral area, parcel identifier, municipality and responsible grid operator on each parcel

• Record and maintain a securing status per parcel across the acquisition pipeline, and filter the map by that status to see where a project actually stands

• Order, import or manually record landowner data, and maintain owner contacts across the whole organisation rather than in individual spreadsheets

• Edit many parcels at once, with the total selected area shown before you change status, assign a project or export

Project work and collaboration

• Group parcels into projects with project outlines, and see what share of each parcel's cadastral area falls inside the outline, which matters when areas are pooled for contracts

• Export project and geospatial data as DXF or GeoJSON for your planning tools

• Work as a team in real time, with data scoped to your organisation and Owner, Admin, Editor and Viewer roles

Coverage

Interactive cadastral parcels are available across all federal states. In Bavaria the state licence terms do not permit an open vector layer, so we show the official cadastral outline map as a visual overlay instead. All other data domains are nationwide.

Terminology for readers outside Germany

• Flurstück: a cadastral parcel, the legal unit of land ownership

• ALKIS: the German official cadastral information system, maintained by the state surveying authorities

• Regionalplan: a binding regional spatial plan that designates priority and exclusion areas, including for wind energy

• Sicherungsstatus: the securing status of a parcel, tracking progress from first contact to a signed lease or purchase agreement
