Comparative Analysis of Ukrainian and European Union Legislation on Electric Vehicle Charging Infrastructure Along TEN-T Motorways

This analytical report, developed with the support of the EasTnT project, implemented by GIZ, compares Ukrainian legislation with key EU frameworks, including the TEN-T Regulation and the Alternative Fuels Infrastructure Regulation (AFIR). It identifies priority gaps and reform areas and outlines practical steps to align Ukraine’s EV charging infrastructure with EU requirements, with a focus on interoperability, network planning, and the integration of e-mobility into wider transport and energy systems.
The report may be of particular interest to policymakers and regulators, transport and energy authorities, infrastructure planners, researchers and academia, as well as international partners and experts involved in EU alignment, sustainable mobility, and post-war reconstruction.

Handbook on Obtaining Preferential Origin for Ukraine, Georgia and Moldova

New Handbook provides practical and accessible guidance for SMEs in Ukraine, Georgia, and Moldova on applying preferential origin rules under the Pan-Euro-Mediterranean (PEM) Convention. The Handbook explains applicable PEM rule sets, reflects recent regulatory updates and highlights digital tools that help businesses correctly determine origin and benefit from preferential tariffs. It is particularly relevant for companies active in trade, transport, and logistics amid ongoing EU integration processes.

Set of Guide materials “eATA Carnet – Transition from a paper-based document to a digital procedure”

ATA Carnet is an international customs document that permits the tax- and duty-free temporary export and import for up to one year. ATA Carnet digitalisation (eATA) will shortly enter the global transition phase during which, Customs administrations around the world will gradually adopt by the end of 2026 digital Carnet procedures – from issuance and declarations to transactions and claims.
