Partnership for Horizon Europe CL3—DRS & INFRA: AFAD Capabilities for Risk Reduction, Response & Resilient Infrastructure

Who we are.

The Disaster and Emergency Management Presidency (AFAD) is Türkiye’s governmental authority for disaster and emergency management. AFAD coordinates preparedness, risk reduction, response and recovery across the country and with international partners, under the national legal framework (e.g., Law No. 5902 and relevant regulations). Our scope relevant to CL3 DRS & INFRA.

AFAD’s mandate and organizational structure span multiple domains that align with Horizon Europe Cluster 3 calls, including: nationwide risk assessment and reduction; multi‑agency incident response; post‑disaster sheltering and reconstruction; CBRN (chemical, biological, radiological, nuclear) preparedness; emergency operations and coordination; and infrastructure resilience planning and standards. These roles are defined across AFAD’s central directorates (e.g., Deprem & Risk Azaltma, Afetlere Müdahale, Barınma & Yapım İşleri) and supporting legislation/regulations.

What we are looking for.

We seek to join international consortia across DRS and INFRA topics (and related CL3 calls) with experienced R&D SMEs, research organizations, universities, and public authorities. We aim to contribute as:

• an end‑user/implementing partner for IA projects (pilots, validation, operational adoption),

• a technical/operational co‑designer in RIA (requirements, datasets, evaluation), and

• a CSA partner for training, dissemination, policy and standardization/take‑up activities.

What we bring to your consortium.

• Operational reach & pilots: Access to national/provincial structures, emergency operations and multi‑city pilot environments; measurable KPIs for preparedness/response and infrastructure resilience.

• Governance & compliance: Experience with legal/organizational frameworks (e.g., AFAD law, response and CBRN regulations) to support ethics, data protection and standardization work packages.

• Capacity building & uptake: Training, exercises, guidance materials and policy inputs to accelerate real‑world adoption across institutions and critical entities.
