About

The Governorship of Ankara (Türkiye) is open to joining consortia preparing proposals under SICUR 2026 – Horizon Europe Cluster 3: Civil Security for Society.

As a public authority representing a metropolitan region of over 5 million inhabitants, we offer strong institutional capacity, operational field experience, and direct access to end-user environments. We are particularly interested in projects addressing:

  • Critical infrastructure protection

  • Emergency response and crisis management

  • Disaster resilience and climate-related risks

  • AI-supported decision-making systems

  • Cybersecurity and secure communication solutions

  • Disinformation and societal resilience

Through our coordination role across public institutions, security units, emergency services (including 112), and local administrations, we can contribute as:

  • End-user / pilot site

  • Validation and demonstration partner

  • Policy uptake and regulatory alignment partner

  • Dissemination and exploitation facilitator at national level

We have extensive experience in EU-funded projects (Horizon Europe, Erasmus+) and in managing multi-stakeholder collaborations at regional, national, and international levels.

We welcome cooperation with research institutions, technology providers, SMEs, public authorities, and civil society organisations aiming to develop impactful, scalable, and policy-aligned security solutions under SICUR 2026.
