Partnering in DRS Consortia: Best‑Practice Exchange and Coordination Engagement with AFAD’s Volunteer Model

Group Head at AFAD at DISASTER AND EMERGENCY MANAGEMENT AUTHORITY - AFAD

ANKARA, Türkiye

About

Objective.

Beyond coordinating our own DRS‑01/DRS‑04 Project Cooperation, we seek Partnership entries to join other consortia—especially those led by organizations with solid EU track records and structured volunteer or civil‑protection programs. We want to (1) learn coordination and reporting practices from experienced coordinators; (2) exchange best practices on volunteer management; and (3) contribute AFAD‑based pilots, training content, and take‑up activities (CSA/IA). SICUR 2026’s Marketplace supports such alignment via Partnership and Project cooperation entries filtered by RIA/IA/CSA.

What we bring.

  • A large, operational volunteer base (1.6M+) with structured online, face‑to‑face and field training; membership lifecycle (apply/freeze/cancel) fully digitized via e‑Government and AFAD portal—a strong foundation for Living Labs and replication.

  • Ready‑to‑pilot assets: Volunteer matching workflows, training modules, exercise playbooks, and data governance templates, aligned with AFAD processes.

  • Learning focus: We are specifically looking to learn EU coordination (planning, QA, risk, reporting), understand innovation uptake pathways, and adopt best‑practice governance from universities, RTOs, clusters, and end‑user agencies.

Sought partners — Type of cooperation sought.

  • Coordination and Support Action (CSA): NCPs/clusters, networks, universities/RTOs for training, dissemination, policy, standardization, and capacity building.

  • Innovation Action (IA): End‑user public authorities and integrators operating volunteer/civil‑protection programs; we will plug in AFAD models, pilots, and community engagement.

Value for your consortium.

  • Access to a national‑scale volunteer ecosystem and rapid pilot mobilization.

  • Transferable training curricula (multi‑lingual adaptation possible) and tested engagement workflows.

  • Evidence‑based take‑up and policy/standardization inputs to boost impact.

Open to shaping roles within existing consortia. We may join as partner.
