About
We propose the development of an advanced mobile application designed to enhance coordination, situational awareness, and operational resilience for public and private providers of critical services facing complex, multi-hazard scenarios—including cascading and hybrid NaTech events.
The solution will:

Enable real-time collaboration among all relevant stakeholders, including public authorities, first responders, critical infrastructure operators, and private service providers, during simulated exercises or real disruptive events.

Support structured incident management through dynamic task assignment, monitoring, and completion tracking, allowing teams to coordinate effectively even under multi-hazard or high‑stress conditions.

Integrate real-time asset, equipment, vehicle, and facility status and location information to strengthen situational awareness and improve response strategies during rapidly evolving events.

Provide an operational layer for dynamic risk assessment and decision support, helping stakeholders evaluate changing threat conditions, dependencies, and potential cascading impacts across interconnected systems.

Facilitate secure, standardized data collection during and after incidents, enabling evidence-based post‑incident analysis, reporting, and continuous improvement of resilience protocols.
While not intended as a standalone stress-testing engine, the application complements stress test exercises by providing a unified operational platform that enhances scenario execution, multi-stakeholder coordination, and post-incident learning. The proposed solution directly supports the deployment of common platforms and interoperable tools, contributing to improved preparedness, response, and recovery capabilities across the European critical services ecosystem.
