NOCON Hub — Nordic construction and energy companies entering Ukraine together, supported by Innovation Norway

NOCON Hub is a coordinated network of Nordic construction and energy companies, operated by NOCON Norwegian Construction AS, with Innovation Norway co-funding the network development phase.

Technology companies bring the systems. Project owners bring the projects. NOCON operates the structure between them: market access, origination, regulatory navigation and financing routing. None of the three works alone in Ukraine.

If you supply technology

You want Ukrainian volume without building a Ukrainian organisation first, and without carrying the whole cost of entry alone. The Hub shares it.

- Early positioning — access at concept stage, where your system can be written into the bill of quantities before procurement freezes it

- Shared cost of entry — market development, regulatory work and origination carried across the network, with Innovation Norway co-funding the development phase

- Regulatory groundwork — ДБН navigation, certification and conformity, customs and VAT, delivery terms, and the commercial structuring to quote DDP, which is the floor Ukrainian buyers expect

- A complete offer — complementary rather than competing capabilities, so the Hub can present a whole system where you alone could quote a component

A site, a mandate or a programme that needs technology, structuring and a route to financing no single supplier can bring.

- Technology at concept stage — qualified systems brought in while the technical concept is still open, not after the solution is fixed

- Project structuring — from concept to funding-ready: development framework, phasing, technical baseline, governance and work programme

- Preparation routing — documentation to the standard the national pipeline and the project preparation facilities expect, and positioning toward the right one

- Financing introductions — concessional, guarantee and commercial capital brought to the table. NOCON introduces; it does not lend, guarantee or invest

Four pillars, broadly drawn

The Hub is not tied to one material or technology. These describe where it works, not a fixed catalogue.

- Building systems — structural systems in engineered timber, concrete, steel and hybrid solutions; envelope, façade and fenestration; technical installations; interiors, lighting and power control, delivered as coordinated systems rather than separate product sales

- Energy resilience at building and site level — battery storage, hybrid power, energy management and controls, backup supply and island operation

- Generation and grid infrastructure — hydropower, pumped storage, gas and hydrocarbon infrastructure and generation including gas turbines, solar, wind, gensets and grid connection, and above all their integration into working combinations

- NOCON as bridge — origination, regulatory and ДБН navigation, preparation routing, financing introductions, and coordination between everyone the above requires

Why alone does not work

- Technologies built for EU and EEA markets are not automatically compatible with Ukrainian building norms, even when they exceed them technically

- Suppliers are introduced too late — once a tender is published, the concept is fixed and the choice is already made

- Individually, suppliers rarely reach the scale reconstruction financing is designed around, and carry the whole cost and risk of entry alone

- Four urban development projects across three oblasts, from signed municipal memorandum to early-stage dialogue

- Social infrastructure — schools, ambulatories, veterans' centres

- Live requests for quotation in battery storage, and in hydropower, pumped storage and gas turbine generation

How it works commercially

Technology companies pay for market access and origination. NOCON is remunerated for coordination and, where a project converts, on terms agreed in writing before any introduction is made — a coordinator, not an investor, contractor, capital provider or guarantor, taking neither title to goods nor capital risk. Terms are set per partner and per phase.
