Market access and project development for modern industrial construction and energy technology in Ukraine
About
NOCON Norwegian Construction AS is a market-access and project-development platform for Ukraine's reconstruction, operating in Ukraine since 2022 through our Kyiv subsidiary NOCON Ukraine LLC.
We work on both sides of the market. For international suppliers, we provide the route into Ukrainian projects at the stage where the supplier choice is still open. For Ukrainian hromadas and developers, we structure projects toward funding-readiness and bring qualified technology partners to the table.
HOW PROJECT PREPARATION IS PAID FOR
Preparing a reconstruction project to the standard international financing requires is expensive, and the cost usually falls where it cannot be carried alone. We structure it so it is shared.
Hromadas and developers contribute what only they can: site data, surveys, land status and zoning, permissions, municipal staff time and council decisions. We also offer a defined, fixed-price project-readiness assessment scoped to fit within what a municipality can commission directly under current Ukrainian procurement rules — a route that lets a hromada start without a tender process and without committing budget it does not have.
Entering companies carry the market-entry cost. Suppliers coming into Ukraine fund their own entry through participation in our coordinated supplier platform, where the effort is shared across several companies rather than duplicated by each, and part-matched by public co-financing. In return they gain early positioning in live projects.
We say which model applies before any work begins.
FOR SUPPLIERS ENTERING UKRAINE
Regulatory and technical navigation. Ukrainian building norms (ДБН), certification and conformity routes for imported systems, customs and VAT treatment, delivery terms and logistics, and how EPC and early-contractor-involvement structures work in practice in Ukrainian tender.
Early positioning. Access to live projects through our network of hromadas, developers and contractors — before specifications and bills of quantities are locked and the supplier choice is in practice already made.
Entity and operating structure. Practical guidance on how to be present in Ukraine: local entity, contracting structure, liability seat, and what substance a given delivery model actually requires.
FOR HROMADAS AND DEVELOPERS
Project-readiness assessment. A fixed-price review of where a project stands against the documentation standards expected by project preparation facilities and international financing institutions, with a gap list and a routing recommendation the hromada owns and can put in front of its council.
Project development and structuring, from initial concept to funding-ready: development framework, phased build sequencing designed to minimise capital exposure ahead of first revenue, technical baseline, governance model and work programme.
Project-preparation routing. Documentation to the standard expected by the national Public Investment Management process and the Single Project Pipeline, and positioning toward the appropriate project preparation facility — the Swiss-funded facility for hromada-level municipal projects, the EIB/EBRD-led facility for larger infrastructure, or the World Bank-supported facility for PPP structures.
Financing-stack assembly. Blended structures combining concessional debt, guarantee instruments and commercial capital, and introductions to the parties who can provide them.
CREDENTIALS
Partner to the Confederation of Builders of Ukraine (KBU) and the National Union of Architects of Ukraine (NUAU). Signed memorandum of understanding with Vyzyrka Hromada, Odesa Oblast. Active project dialogues in housing, social infrastructure and energy storage across several oblasts.
WHAT WE ARE NOT
We are technology-neutral and supplier-neutral. We are not an investor, an EPC contractor or an implementer, and we do not take capital risk or own projects. Supplier selection remains with the client; NOCON holds no supplier mandate and is remunerated for its own work, not for any particular technology being chosen.
Meet us at ReBuild Ukraine 2026, Warsaw, 12–13 November.
