Vyzyrka, Odesa Oblast: integrated urban development on 380 ha beside Ukraine's Black Sea port cluster

About

Vyzyrka Hromada sits directly beside Ukraine's Black Sea port cluster — one of the country's largest sources of foreign-currency revenue and formal employment. That proximity is the point. Port, logistics, industrial and service activity generate structural demand for labour, and therefore for housing, driven by wages rather than by displacement alone. Displacement-driven demand across the Odesa region reinforces it.

The development covers approximately 380 hectares across two phases. Phase 1 — approximately 42.2 hectares — is the current scope, delivered in stages under a memorandum of understanding signed between Vyzyrka Hromada and NOCON Norwegian Construction AS on 9 July 2026.

WHAT IS ALREADY IN PLACE

Land formed and designated: 42.2396 hectares assembled from four cadastral plots, with designated use 02.10 — multi-apartment residential with commercial and market infrastructure — allowing the territory to be developed as a complete district rather than as housing alone.

Ground proven: engineering and geological survey completed in 2025 to 15 metres exploration depth. Ground conditions classified Type II; the site is assessed as stable, with no extraordinary changes expected during operation.

Utilities confirmed: water supply from an existing facility with 5,000–7,000 m³/day capacity; technical conditions received for 250 m³/day wastewater; connection to a 10 kV line and 10/0.4 kV transformer substation; water, sewage and gas connection points within 200 m of the site; existing road access.

Masterplan prepared, including integrated protected shelters with barrier-free access, ventilation, sanitation and backup power, usable as community space outside emergency conditions.

A municipal counterpart in place: the hromada's own sustainable development agency.

HOW IT IS SEQUENCED

Enabling works, then a feasibility stage carried to funding-ready, then a deliberately small certified pilot village core combining housing with corporate space, shops, cafés and restaurants from the outset — so the proof of concept is a living mixed-use district rather than a housing block. Scale-up follows once the pilot has demonstrated demand and performance, with the social and recreational layer — school, kindergarten, clinic, sports arena and playing fields — timed to population uptake rather than built ahead of it.

The development is planned for a blended population spanning displaced and vulnerable households, middle-market residents and premium buyers, both to avoid the segregation risk of single-segment schemes and because middle-market and premium revenue cross-subsidises the affordable component.

PARTNERS SOUGHT

Building systems: industrialised and prefabricated construction including engineered timber, building envelope and façade, fire protection, technical installations.

Energy and resilience: hybrid power and battery storage, solar and energy management, heat pumps and local heating, shelter and backup power systems.

Water and environment: water and wastewater treatment, surface drainage and water protection, landscape and public realm.

Professional partners: architecture and engineering practices experienced in IFI documentation standards, feasibility and financial modelling advisors, environmental and social advisors, green-building certification advisors, Ukrainian EPC contractors.

Capital partners: forward purchasers and offtake partners for the pilot housing component, concessional lenders and guarantee providers, development finance institutions and donors for the displacement-related share, commercial co-investors and institutional housing operators.

The memorandum gives access at the stage where the technical concept is still being shaped — before specifications and procurement decisions are locked.

ROLES

The project is led by Vyzyrka Hromada. NOCON acts as coordinator and integrator, structuring the development process and bringing international construction and energy technology into it. NOCON is not a developer, investor or capital partner.

Interest from a regional port operator in housing its workforce has been strongly signalled. It is not a binding commitment.
