Ukrainian BESS demand for foreign suppliers — qualified RFQs and the commercial structuring to quote them DDP
About
Ukraine's storage market is real and moving. The obstacle for most foreign suppliers is not finding it — it is that the terms Ukrainian buyers expect are not the terms most exporters are set up to offer.
THE COMMERCIAL FLOOR
A Ukrainian buyer rarely signs an EXW quotation. What is expected, and what competitors already offer, is delivered duty paid: the supplier carries import, customs clearance, VAT treatment, conformity and certification, inland logistics and risk to the site. Beyond delivery, buyers expect warranty that can be enforced in Ukraine, service response within a usable timeframe, spare parts held in-country, performance guarantees, and a sensible allocation of war and force majeure risk.
A supplier that cannot meet that floor does not lose on price. It loses because its offer cannot be accepted.
WHAT WE DO FOR SUPPLIERS
Qualified RFQ origination. Live Ukrainian enquiries where the site, load profile, grid connection, budget basis and decision path have been established before the enquiry reaches you — not leads, but requests you can quote against.
Commercial structuring to DDP. Incoterms and contracting structure, customs and VAT treatment, conformity and certification routes for imported systems, inland logistics, and what each of those actually costs so it can be priced rather than guessed at.
Risk-sharing structures. Where the buyer requires more than delivery — staged payments, payment security, performance guarantees, availability undertakings, war and force majeure allocation — we structure what the supplier can carry and identify where instruments or partners cover the rest.
Service and warranty presence. Identification of Ukrainian installation, commissioning and service partners, and the contracting structure that makes a warranty enforceable locally without the supplier establishing its own operation.
Donor-funded procurement qualification. Where supply runs through donor or IFI-funded programmes, supplier origin and ownership rules decide eligibility before technical merit is considered. We establish early whether a given supplier qualifies, and for which programmes.
Entity and operating structure. What presence a given delivery model actually requires in Ukraine — local entity, contracting route, liability seat — and what it does not.
WHO THIS IS FOR
Manufacturers and suppliers of battery energy storage systems, hybrid and mobile power units, power conversion, and energy-management and control systems, who want Ukrainian volume without building a Ukrainian organisation first.
HOW WE WORK
NOCON is technology-neutral and supplier-neutral, and holds no exclusive mandate. We are not a manufacturer, reseller, EPC contractor or investor, and we do not take capital risk or title to goods. We are remunerated by the suppliers we work with, on terms agreed in writing before any introduction is made.
Meet us at ReBuild Ukraine 2026, Warsaw, 12–13 November.
