Keeping Talent Connected: Place-based solutions for youth retention and regional resilience

About

We are interested in developing project ideas for the current Horizon Europe Cluster 2 call on social and economic transformations, with a particular focus on the HORIZON-CL2-2026-01-TRANSFO-06 topic, but other topics are also of interest. Our aim is to strengthen regional resilience and attractiveness through talent retention and youth engagement.

We are looking for concepts that explore how stronger connections between young people and regions can support more inclusive, adaptive and competitive regional development, especially in rural, peripheral and structurally weaker regions. We are particularly interested in approaches that adopt a place‑based and ecosystem perspective, combining research, co‑creation and piloting to better understand talent dynamics, territorial inequalities and regional diversity, and to develop practical solutions linking education, labour markets, SMEs and regional actors.

We welcome collaboration on topics such as youth engagement, talent mobility, attraction and circulation, regional innovation ecosystems and new models that help regions attract, retain and reconnect talent across diverse territorial contexts in Europe.

We are therefore keen to connect with partners who see potential to jointly shape a proposal responding to this call and related themes.
