About
The Land and Spatial Development Board, or MaRu, is the centre of excellence for land and spatial planning in Estonia.
Operating under the Ministry of Economic Affairs and Communications, MaRu is Estonia's centralised provider of spatial data, national planning guidance, and manager of land transactions. MaRu's priority is to develop user-friendly services that simplify data-based decision making, aiding state agencies and municipalities in valorising public land. The agency manages a portfolio of urban, semi-urban, and rural properties and works in close collaboration with local municipalities and universities, making it a well-placed partner in securing pilot sites and translating findings into policy proposals for systemic change.
