Kentsel Strateji is an urban planning and strategy practice. We support reuse of vacant or underused spaces by combining local engagement with practical programming and management models.

1. Space selection and reuse options

• Selection criteria for spaces (needs, feasibility, risks, ownership, social value)

• Mapping of local demand and constraints

• Reuse scenarios and required conditions (permits, operations, partners)
  Outputs: selection framework, shortlist of spaces, reuse scenarios, feasibility notes

2. Activation programming and delivery plan

• Co-designed programing (what activities, for whom, when, by whom)

• Phasing plan (quick wins and longer-term steps)

• Implementation roadmap and responsibilities
  Outputs: activation plan, phasing plan, delivery roadmap

3. Stewardship and governance

• Management and stewardship models for continued operation

• Roles, rules of use, and coordination routines

• Inclusion safeguards (avoid exclusion, displacement risk checks)
  Outputs: stewardship model, operating rules, partner agreements template, safeguards checklist

4. Replication

• Playbook and templates for other cities or neighbourhoods

• Training for municipalities and local operators
  Outputs: reuse playbook, templates pack, training materials
