Territorial platform for intelligent water cycle management and climate resilient soil systems (Tarragona Provincial Council)

About

The Tarragona Provincial Council proposes a pilot to deploy an open, interoperable platform for real‑time management of the integral water cycle, supporting 120 rural and urban municipalities. The system uses IoT sensors (LoRaWAN), remote management tools, advanced analytics, and AI‑based predictive models to improve water efficiency, reduce losses, and optimise supply and sanitation networks.

This digital infrastructure strengthens soil resilience and food security by providing continuous data on water availability, demand patterns, leakage risks, and resource optimisation—crucial for agriculture‑dependent areas facing droughts, erosion, and extreme weather events. The resulting provincial water data space will support farmers, SMEs, and local operators with actionable information for sustainable irrigation, energy reduction and efficient resource allocation.

The pilot could be implemented directly in six representative municipalities and later scale to all 120. Expected outcomes include reduced non‑registered water, early leak detection, improved climate‑resilient planning, and new digital services for the agri‑food sector. Open APIs and a standards‑based architecture (UNE 178104) will foster new business models and reinforce the territorial innovation ecosystem.
