The Autonomous Government of the Municipality of Portoviejo is a decentralized public institution responsible for leading local development, providing essential public services, and ensuring the well-being of the citizens of Portoviejo Canton. Its governance is rooted in the principles of autonomy, participation, transparency, and equity, as established in Ecuador's Constitution and the Organic Code of Territorial Organization, Autonomy, and Decentralization (COOTAD).

Portoviejo's municipal government plays a central role in territorial planning, urban development, and the provision of services such as potable water, sanitation, solid waste management, mobility, and public space maintenance. It also fosters local economic development by supporting entrepreneurship, promoting tourism, and improving infrastructure in both urban and rural areas of the canton.

As a planning authority, the Municipality is responsible for formulating and executing the Territorial Development and Land Use Plan (PDOT) and the Institutional Strategic Plan (PEI), aligning its operations with national objectives and Sustainable Development Goals (SDGs). Through participatory processes, it seeks to integrate the voices of citizens, communities, and various sectors to ensure inclusive and equitable development.

Additionally, the municipality is strengthening its capabilities through digital innovation, GovTech strategies, and improved financial management, including access to development financing and debt optimization. Its vision is to position Portoviejo as a modern, resilient, and inclusive city that leverages technology and strategic planning to generate public value and sustainable progress.
