Smart and Safe Parks Powered by Artificial Intelligence

About

As Bağcılar Municipality, making our parks safer for families and children is one of our top priorities. To achieve this goal, we have made a significant infrastructure investment by completing the cabling and installation of 834 cameras across our 127 parks. Currently, we are able to receive live footage from 79 parks and store it on our network video recorders (NVRs). Now, it is time to combine these “eyes” with a “brain” that can think.

Within the scope of this challenge, we are seeking an AI-powered video analytics platform that will work in full integration with our existing camera and NVR infrastructure. We expect you to provide only the intelligent software that will analyze the footage from this system in real time, not the cameras or recording devices themselves.

Priority Incidents We Want the Platform to Detect:

The platform should be able to identify unusual or abnormal situations, such as:

  • Child Area Safety: Detection of inappropriate adult presence or abnormal crowding in children’s play areas.

  • Prohibited Activities: Identification of activities banned in public spaces, such as alcohol consumption.

  • Suspicious Behaviors: Detection of loitering, abandoned packages, or suspicious movement patterns in specific areas.

  • Vandalism: Instant detection of acts causing damage to park furniture, Code Playground equipment, or green spaces.

  • Stray Animals: Identification of uncontrolled or potentially risky animal activity, especially in areas where children are present.

Expected Operation:

When the platform detects any of these incidents, it should automatically generate an alert containing the type of event, its location, and a short video clip as evidence, and display it on our central monitoring screen. At the same time, this alert should be instantly sent as a mobile notification to the nearest security unit (such as municipal police) in the field. Our goal is to minimize the response time to any adverse situation.

The solution partner we are looking for should be a technology company with proven AI models, capable of seamless integration with our existing IP camera and NVR systems, and able to deliver high accuracy in detection.
