The Valencia Local Police (PLV) is the third largest municipal police force in Spain, with over 1,600 officers. As a Law Enforcement Agency (LEA) and public end-user, PLV combines operational expertise with innovation-driven practices to support safer, smarter, and more sustainable cities.

Through its Innovation and Project Management Division, PLV has coordinated and participated in over 40 EU-funded projects (FP7, H2020, Horizon Europe, ISF, Justice, Civil Protection, Daphne III, etc.), acting as pilot leader and validation partner in large-scale demonstrations. The organisation excels in community engagement, data-driven safety analysis, and interoperability testing of emerging technologies under real-life conditions.

Valencia provides a representative urban environment for real-life testing, with dense traffic, cycling networks, school zones, logistics hubs, and documented accident hotspots—ideal for modelling and validating predictive risk scenarios.
