We offer structured support for security research and innovation projects through advanced needs assessment and consensus-building methodologies based on the Nominal Group Technique (NGT). This approach enables systematic identification and prioritisation of operational needs, stakeholder requirements, and capability gaps, particularly in law enforcement and societal security contexts.
Our work combines NGT with mixed-methods criminological research, integrating quantitative data, qualitative insights, and practitioner knowledge to generate evidence-based priorities and actionable recommendations. This supports proposal design, capability development, policy alignment, and validation of research outcomes within Horizon Europe Cluster 3 Security projects.
The methodology is especially suitable for topics related to organised crime, trafficking, cybercrime, crime prevention, online harms, radicalisation, protection of vulnerable groups, and broader societal security challenges. We welcome collaboration with research institutions, LEAs, public authorities, NGOs, and industry partners seeking rigorous, participatory, and policy-relevant needs assessment processes.
