Personal Health Information Liberty (PHIL)

PHIL (Personal Health Information Liberty) is a functional, lab-validated prototype (TRL 4) designed to transform healthcare from a top-down bureaucratic process into a patient-led model of liberty and efficiency. PHIL solves the "data noise" paradox by giving patients the tools to unify their fragmented medical history and providing clinicians with a comprehensive, searchable summary in under two minutes.

The Problem: A System Drowning in Fragmented Data

Modern healthcare is currently paralyzed by "smart data" that isn't smart yet. While the sector generates 30% of the world’s data, over 97% remains unused due to silos and lack of interoperability. Even advanced digital regions like Catalonia struggle with over 30 different EMR systems across their hospital networks.

This fragmentation has a human cost:

• The Time Crunch: In regions like Romania, GPs manage up to 2,200 patients, leading to average encounter times of less than 8 minutes.

• Avoidable Mortality: 24% of deaths in the EU are caused by avoidable diseases that could be prevented with timely, data-informed treatment.

• The Information Gap: Patients are often "drowning in data" but starving for understanding, unable to navigate their own medical documents to advocate for their health.

The PHIL Solution: Interoperable Data That Thinks

PHIL moves beyond simple storage. It is an intelligent ecosystem that provides:

1. Unified PEHR (Personal Electronic Health Record): PHIL allows patients to centralize their data from any source—be it digitized paper printouts, private lab results (e.g., Regina Maria), or hospital discharge reports—into one structured location.

2. AI-Powered Navigation: Using interchangeable AI services like Mistral AI, PHIL enables patients to "chat" with their medical records. It translates complex medical jargon into human-friendly language, helping patients understand their condition and prepare the right questions for their doctors.

3. The "2-Minute" Clinical Summary: PHIL is designed to meet the Eric Topol vision: allowing a doctor to get up to speed on a patient’s entire history in 2 minutes, leaving the rest of the appointment for human-centric care.

4. Data Liberty & Portability: Users don't have to wait for decades-long national digitalization projects. PHIL allows for the immediate, secure sharing of specific data segments with specialists across borders.

Technical Architecture & Standards

The PHIL prototype is built on a modern, interoperable stack designed for the future European Health Data Space (EHDS):

• LLM Intelligence: Integrated with Mistral AI for natural language querying and data structuring (AI-agnostic design).

• Storage & Security: Powered by SupaBase for secure, cloud-native data management.

• Interoperability: Built using the OpenEHR standard for semantic consistency, with a clear roadmap for FHIR extension to ensure seamless data exchange with existing hospital systems.

Consortium Opportunity: UNITE Call 1

Having reached TRL 4 (technology validated in a lab environment), PHIL is now ready to move into the Agile Piloting phase to reach TRL 6.
We are seeking partners to join our consortium for the UNITE Call 1:

• Target Themes: Theme 1 (Human-Centric Remote Care) and Theme 2 (Advancing EHDS).

• Looking For: End-Users (Hospitals/Clinics/Living Labs) and Research Organizations in Scotland, Denmark, Netherlands, Greece, Italy, or Spain.

• The Romanian Advantage: As a Solution Provider from a "Moderate Innovator" region, our participation is eligible for up to €250,000 in national funding via UEFISCDI, significantly reducing the financial risk for the consortium.
