Community involvement for reintroducing reclaimed materials in public space

Tandeems is a Latvia-based NGO working at the intersection of digital tools, circular construction, and inclusive design. We aim to join a Horizon Europe NEB project as a partner. We can implement a substantial part of the project in Latvia or the Baltics, and offer tools and knowledge that can be adapted across Europe.

Our expertise lies in three key areas:

Reclaiming construction materials from renovation projects. We’ve developed and tested a digital tool for pre-demolition audits, enabling material mapping and reuse planning. We also have experience in design execution and logistics coordination.

Public involvement through digital tools and innovative methods. We facilitate participatory decision-making and data collection by engaging residents in design processes—both online and on-site.

A network of architects, designers, and artists in LV and the EU. Through 10+ open calls and design competitions, we’ve cultivated a creative community that contributes ideas and co-organizes public events.

We already collaborate with Latvian municipalities, universities, and grassroots NGOs to run co-creation sessions in Riga neighborhoods. At the same time, we are building a network of donors offering surplus materials from construction, maintenance, and manufacturing.

Our team— architects, programmers, and designers— share a strong belief in sustainable, collaborative urban development. We are ready to contribute where needed: by leading local implementation in Latvia and the Baltics, adapting our tools to new contexts, or supporting broader project goals through our expertise.

We are open to shaping our role based on the needs of the consortium. We seek partnerships that combine ambition with practical execution and a shared commitment to delivering real, visible results on the ground.
