Fiscal Policy Proposal Work Package for HORIZON-CL2-2026-01-TRANSFO-05

Building on the indicator framework developed in the companion work package to this one, we develop fiscal policy proposals for improving education system quality in comparative European perspective with a view to improving basic skills provision. This work happens in close exchange with fiscal policy experts to identify specific and feasible financing pathways under complex budgetary constraints, as they currently exist in different EU member states.

Germany's federal structure serves as the primary case study, complemented by structured cross-European analysis. The findings translate wider research findings, from our own work package and others, into concrete policy recommendations on financing, system design, and how European countries can learn more systematically from one another.
