Bursa Metropolitan Municipality is the local government authority responsible for municipal services across 17 districts of Bursa, Türkiye’s fourth-largest city and a major industrial, cultural and historical hub. With a population exceeding 3 million, Bursa is a dynamic metropolitan area that combines strong manufacturing capacity with productive agricultural lands and a diversified local economy including tourism and services.
Focus areas and implementation capacity
Bursa Metropolitan Municipality has a strong track record in delivering sustainable urban development policies and services. Our core areas of work include: climate change adaptation and resilient city actions; sustainable mobility and low-carbon transport; energy efficiency; water and waste management (pollution reduction and environmental improvement); circular economy and resource efficiency; rural development and agro-ecological support; digitalisation of municipal services and data-informed planning; and social inclusion. We ensure project activities are grounded in real local needs and translated into practical, implementable outcomes through strong institutional coordination and stakeholder engagement.
Institutional coordination for grants and international projects
Under the coordination of the Department of Foreign Affairs, Bursa Metropolitan Municipality focuses on the development, coordination and implementation of grant-funded projects and international cooperation actions. We develop project ideas, build partnerships and prepare applications for EU/international funding opportunities; work with relevant municipal departments to design and plan pilots; establish effective consortia with universities, research centres, NGOs and private sector stakeholders; and prioritise strong project governance, measurable results and replicable/scalable models. The Municipality has experience in Horizon Europe, DUT Partnership calls, IPA, and other international and national funding programmes.

Bursa Metropolitan Municipality offers the following strengths to project partnerships: (1) solid pilot and implementation capacity, with cross-departmental coordination to test and scale solutions in real-life conditions; (2) a representative metropolitan context shaped by industry, agriculture and tourism, suitable for demonstrating practical and transferable approaches; (3) access to municipal data, infrastructure and operational services across mobility, energy, water/waste, climate adaptation and social services; (4) strong stakeholder engagement and local coordination with residents, SMEs, universities and civil society; and (5) support for impact and replication by integrating project outputs into municipal planning processes and local policies. For reference, our recent experience includes ULU-NATURE (Horizon Europe cascade funding/FSTP – zero pollution & nature-based solutions), AQUASAVVY and SCOT-DT (Horizon Europe DUT – digital twins for water-sensitive planning and sustainable tourism), and MetaCCAZE (Horizon Europe Mission Cities – observer city on zero-emission mobility).
