Dișcova School: Rural Pilot for Adaptive Reuse of an Underutilised Public Building

Puțintei Commune Municipality (Orhei District, Republic of Moldova) offers Dișcova School as a real-life rural pilot for HORIZON-NEB-2026-01-BUSINESS-03. The public building, located at 3 Gimnaziului Street, was constructed in 1982 and has three storeys plus a basement. It remains operational for educational use but is significantly underutilised. Any intervention must preserve the existing educational function and would focus on the phased adaptive reuse of unused areas. The building is located on a large municipal site of approximately 32,000 m².

An energy audit is available. It identifies, among other issues, an uninsulated roof and basement, unsatisfactory roof condition and windows with insufficient thermal performance. The site can support testing of community-led governance, mixed-use and public-service models, viable financing in weak real-estate markets, energy-efficient renovation, and the transformation of unused areas into a multifunctional community, educational, social or innovation hub.

The municipality can provide access to the pilot site and available technical data, coordinate local stakeholders and residents, support co-design and local administrative procedures, and contribute to implementation, monitoring and replication in rural and small-municipality contexts.

We are looking to join a consortium as a municipal pilot and project partner. We seek an experienced coordinator, universities and research organisations, architects and engineers, SSH experts, and partners in economics, innovative finance and real-estate market dynamics.
