HOME-NEB – Co-creating Affordable, Sustainable and Inclusive Housing Pathways

Toulouse Métropole aims to participate as a pilot territory through the development of a Local Pact for Affordable, Sustainable and Inclusive Housing. 

The project addresses several interrelated challenges affecting metropolitan areas across Europe: 

• Reduced housing affordability; 

• Shortage of long-term rental housing; 

• Growing demand for social housing; 

• Energy poverty and renovation challenges in the private housing stock; 

• Increasing homelessness and housing exclusion.  

The proposed approach seeks to mobilise private housing stock for social and affordable housing purposes through the creation of a multi-stakeholder local partnership involving public authorities, housing stakeholders, social services, civil society organisations, property owners and citizens. 

The project will test innovative governance and participation models to facilitate access to quality housing while strengthening social inclusion and community resilience. 

Activities:

The project could be structured around four complementary pillars: 

1. Participatory governance and local housing pact 

• Establishment of a territorial housing alliance; 

• Co-design of solutions with residents and vulnerable groups; 

• Development of collaborative decision-making mechanisms; 

• Stakeholder engagement and co-governance processes. 

2. Mobilisation of private housing stock 

• Identification of vacant and underused housing; 

• Incentives and support schemes for private owners; 

• Innovative intermediation mechanisms between landlords and vulnerable households; 

• Development of affordable long-term rental solutions. 

3. Sustainable and inclusive housing pathways 

• Support for energy renovation of private housing; 

• Housing support services tailored to vulnerable populations; 

• Housing-led approaches to homelessness prevention; 

• Improved housing accessibility and quality of life. 

4. Replication and European transferability 

• Exchange of good practices between European cities; 

• Development of a transferable methodology; 

• Policy recommendations at European level; 

• Capacity-building activities for local stakeholders. 

5.Expected impacts 

• Increased supply of affordable and sustainable housing; 

• Improved access to housing for vulnerable populations; 

• Reduction of housing exclusion and homelessness; 

• Enhanced cooperation between public, private and civil society actors; 

• Replicable governance model for European cities facing similar challenges
