About

Foundation Cibervoluntarios is a non-profit organisation specialised in digital inclusion, citizen empowerment and large-scale capacity building. We support Horizon Europe Mission consortia—particularly under Climate-Neutral and Smart Cities, and selectively Adaptation to Climate Change—by ensuring that digital climate solutions are accessible, understood and used by all citizens, including vulnerable and under-represented groups.

Our expertise addresses a critical implementation gap in many Mission projects: digital solutions often fail to scale locally due to limited citizen adoption, insufficient digital skills and lack of inclusive participation mechanisms.

We contribute a ready-to-deploy, replicable work package focused on:

  • Local digital inclusion assessment

  • Targeted capacity building linked directly to project tools and services

  • Citizen participation and co-creation processes

  • Community activation and volunteering

  • Adoption-oriented KPIs and impact monitoring

We typically act as WP leader or key partner for citizen engagement, digital inclusion and capacity building, delivering measurable behavioural change and sustained adoption, not only communication or dissemination.

We are looking to join consortia that include:

  • Real urban or territorial implementation (cities, districts or regions)

  • Citizen-facing digital tools or platforms supporting climate neutrality or adaptation

  • A clear commitment to inclusive participation, equity and a just transition

We deliberately maintain a narrow strategic focus to ensure high-quality delivery with a small, specialised team.
