Climate Transition & Citizen-Centred Climate Action for European Cities

Paris Climate Agency is a public agency supporting the City of Paris and metropolitan stakeholders in the implementation of ambitious climate, energy, and adaptation policies. PCA acts as a neutral facilitator, technical expert, and innovation enabler, bridging public authorities, citizens, SMEs, and civil society.

Key capabilities and expertise

• Urban climate mitigation & adaptation: local climate plans, climate neutrality pathways, resilience strategies, and monitoring of climate action at city scale.

• Energy transition in buildings: energy renovation of residential and tertiary buildings, support to building owners and co-ownerships, energy efficiency advisory services, and deployment of local energy solutions.

• Citizen engagement & behavioural change: large-scale citizen programmes, participatory approaches, co-creation workshops, and awareness campaigns on climate and energy topics.

• Local implementation & demonstration: experience with pilots, living labs, and demonstration sites in dense urban environments, particularly in Paris and Greater Paris.

• Multi-stakeholder coordination: strong capacity to mobilise cities, public authorities, housing actors, NGOs, SMEs, and local energy actors at national and European levels.

• EU project experience: participation in European research and innovation projects (Horizon Europe, LIFE, Interreg), contributing to work packages on stakeholder engagement, pilot deployment, replication, exploitation, and policy uptake.
