GREEN AND INCLUSIVE FUTURE INTERNATIONAL BROKERAGE EVENT

The Scientific and Technological Research Council of Türkiye (TÜBİTAK) is organising the Green and Inclusive Future International Brokerage Event within the "Technical Assistance for Türkiye in Horizon Europe" Project, which is carried out under the Competitive Sectors Programme, implemented by the Ministry of Industry and Technology and co-financed by the European Union and the Republic of Türkiye. Held in conjunction with the Enterprise Europe Network, the event will be held physically in Istanbul on 21 January 2027.

For more than two decades, across four successive EU Framework Programmes, TÜBİTAK has coordinated Türkiye's participation in European research. Its work runs in two directions. One is bringing Turkish universities, companies and public institutions into European research. The other is making Türkiye's research and industrial capacity visible to the consortia that set the programme's direction. This international meeting connects both directions. It is designed for Turkish and European organisations preparing proposals for the 2027 calls, who need to find each other while there is still time to shape what they propose.

EU has been more explicit about what its research spending is for. Europe is in need to close its innovation gap, decarbonise without losing its industrial base, and reduce dependencies it once took for granted. The four areas of this event sit at the centre of that agenda, and each of them has a Turkish dimension.

  • Culture, Creativity and Inclusive Society (Cluster 2). The green and digital transitions are carried out by societies, and they hold only as long as people accept them. Cluster 2 funds research on democracy, cultural heritage, the creative industries and social change. That knowledge decides whether a policy lands. Few countries hold as many layers of history as Türkiye, or as much experience of keeping diverse communities in a shared public life.

  • New European Bauhaus. The Green Deal set the targets. The New European Bauhaus asks what the green transition looks like in the places where people live, work and meet. It brings sustainability, inclusion and quality of experience together in the transformation of buildings, neighbourhoods and public spaces. For Türkiye, this is a growing field where municipalities, universities, companies and civil society are developing new solutions. The 2027 calls offer opportunities to turn these ideas into projects with European partners. The event brings these organisations together while there is still time to shape strong consortia and proposals.

  • Digital Calls, Chips JU and Smart Networks & Services JU (Cluster 4). The Cluster 4 Digital work programme supports Europe’s strategic priorities in key digital technologies, digital infrastructures and emerging technology ecosystems. The European Chips Act aims to double Europe's share of global semiconductor production to 20 per cent by 2030. Through the Smart Networks and Services Joint Undertaking, Europe wants to help write the standards for 6G rather than adopt them. For Türkiye, with a substantial manufacturing base and a central place in regional supply chains, this is a chance to join these value chains as they are being built.

  • EU Missions: Climate-Neutral and Smart Cities, and Cancer. The Missions place the active engagement of citizens and cities at their core. Globally, cities consume more than 65 per cent of the world's energy and produce over 70 per cent of CO2 emissions—which is why the Cities Mission targets them directly, recognizing that achieving a climate-neutral Europe fundamentally requires climate-neutral cities. Istanbul and İzmir was among the 112 cities selected for the Mission in 2022, out of 377 applicants, and later became a pilot city. Türkiye has also 10 twin cities. The Cancer Mission aims to improve the lives of more than three million people by 2030, a goal that depends on research across health systems of different sizes and structures, Türkiye's among them.

The morning session will accommodate welcome addresses, followed by four parallel sessions, one for each thematic area. Each session begins with a presentation of the upcoming calls in its area and then moves into pitching, where participants present the projects they want to build and say plainly which partners those projects still lack. Running the sessions in parallel means every pitch is heard by the people most likely to join it. The afternoon, from 14:00 to 17:00, is reserved for face-to-face bilateral meetings, requested in advance through B2Match on the basis of participants' cooperation profiles. The day ends with a reception.

Participants should leave İstanbul with more than an overview of the calls. They should have tested a project idea in front of people who could join it, met potential partners they had already chosen to meet, and made new contacts they would not otherwise have known to look for. After the event, the B2Match platform stays open for online meetings till the end of 2027, so the conversations started in İstanbul can continue as proposals are drafted.

The event welcomes universities and research organisations, SMEs and large companies, technology developers and start-ups, public institutions and agencies, and sectoral associations and clusters from Türkiye and all countries eligible to take part in Horizon Europe.

The Green and Inclusive Future International Brokerage Event is designed to turn shared interests into concrete opportunities for collaboration. Participants will be able to explore upcoming Horizon Europe opportunities for 2027, exchange project ideas and expertise, identify complementary capabilities, and engage directly with potential partners for future proposals.

The programme will combine four thematic sessions with dedicated face-to-face matchmaking meetings, creating a direct path from understanding upcoming calls and priorities to discussing project ideas, identifying potential partners and building future consortia.

The event will focus on:

  • Cluster 2: Culture, Creativity and Inclusive Society

  • New European Bauhaus (NEB)

  • Cluster 4: Digital Calls, Chips JU and Smart Networks & Services JU (SNS JU)

  • EU Missions: Climate-Neutral and Smart Cities, and Cancer

While each thematic area has its own priorities and communities, many of the challenges they address are interconnected. The programme therefore also creates space for cross-sectoral and interdisciplinary connections, bringing together organisations whose expertise may complement one another in future European R&I projects.

The objective is for participants to leave Istanbul not only with new contacts, but with clearer partnership pathways, stronger project ideas and concrete possibilities for working together towards the 2027 calls.

Taking place in Istanbul, this one-day event will bring together participants from Türkiye and across Europe to explore new connections, discuss emerging project ideas and develop opportunities for future collaboration.

At the heart of the event will be face-to-face matchmaking, with dedicated one-to-one meetings allowing participants to connect directly with organisations relevant to their interests and ambitions. The four thematic sessions will provide the wider context, highlighting 2027 Horizon Europe opportunities and opening discussions around potential projects, partnerships and consortia.

Bringing together culture, creativity and inclusive societies; the New European Bauhaus; digital technologies, chips and next-generation networks; and the EU Missions on climate-neutral and smart cities and cancer, the event deliberately places different communities in the same room. The aim is not simply to network, but to create connections between ideas, capabilities and organisations that might not otherwise meet.
