The proposal aims to create an International Blue Campus in Emilia-Romagna—a high-level training and innovation hub designed to connect advanced education, scientific research, local industry, and the wider community. By restoring and repurposing a historic coastal building, the project would establish a center offering accredited lifelong-learning programs (such as master’s courses and advanced training) focused on sustainability, marine and coastal management, renewable energy, and resilient rural and maritime economies. The campus would act as a catalyst for knowledge transfer, workforce upskilling, and the emergence of new professional profiles, strengthening the region’s competitiveness and supporting the ecological transition. Operating at national and international scale, it would coordinate marine research organizations, host laboratories and demonstration activities, and foster collaboration among students, companies, public institutions, and innovative enterprises. The main barrier concerns securing adequate financial resources, but a broad network of municipalities, universities, training bodies, cooperatives, schools, and businesses is already committed to partnering on the initiative if it moves forward.
