Digital Health as an Enhancer of Individual- and Community-Centred, Eco-Efficient, and Sustainable Healthcare.

About

This project aims to transform health system resilience through the strategic integration of digital health, community-centred care, and environmental sustainability. Building on the WHO Health System Performance Assessment (HSPA) framework, the initiative adapts and operationalises resilience assessment tools for extra-European contexts, with Colombia as a flagship implementation setting linked to Europe and global partners.

Using a sociotechnical and systems-design approach, the project co-creates digital health tools, governance guidelines, and eco-efficient service models that integrate individuals, communities, informal caregivers, health professionals, and digital technologies. Particular attention is given to migration dynamics, climate-related health risks, and environmental footprints of healthcare delivery.

A unique strength of this proposal is the formal endorsement and long-term commitment of all key health system actors in Colombia, including:

National government and territorial authorities

Public and private health insurers

Healthcare providers and professional associations

Communities and civil society organisations

A strategic academic alliance of eight leading Colombian universities, working alongside European research institutions

This unprecedented multi-level alignment enables real-world testing, scaling, and policy uptake of digital health innovations, ensuring high societal relevance, feasibility, and sustainability.

The project delivers:

Adapted and validated resilience assessment instruments

Digital tools for governance, decision-making, and eco-efficient care

Evidence on how digital health enhances equity, resilience, and environmental sustainability

Open-access protocols and training resources for global replication

By bridging Europe and Latin America, the project strengthens global health cooperation and contributes directly to Universal Health Coverage, health security, and planetary health goals.
