About
GOAL 3 is a Dutch-founded health technology and implementation organisation specialising in continuous inpatient monitoring and clinical decision support in resource-constrained hospitals. Through the IMPALA system, GOAL 3 enables real-time detection of patient deterioration, reduced nurse workload, and reliable operation in power- and connectivity-constrained environments.
Within HORIZON-HLTH-2026-01-ENVHLTH-04, we propose to contribute to the development and validation of climate-resilient digital early-warning and preparedness solutions for hospital systems. Our focus is on strengthening continuity of care and system readiness during climate-related disruptions (e.g. heat stress, access constraints, workforce pressure).
A core innovation under consideration is the development of a secure, remote ward-level patient overview, enabling authorised clinicians to monitor patient risk across wards or facilities when physical access or staffing is constrained. This functionality would extend an already validated monitoring platform to explicitly address preparedness and resilience under climate stress.
The project would validate this approach through integration with health intelligence and virtual hospital infrastructures, including collaboration with the Rwanda National Health Intelligence Center, generating transferable evidence and governance lessons relevant to EU regional health intelligence hubs, virtual wards, and climate surge preparedness.
Proposed role in the consortium
GOAL 3 would contribute as a clinical digital resilience and system-integration partner, with responsibility for:

adapting continuous inpatient monitoring for climate-stress scenarios,

developing and validating remote ward-level patient oversight functionality,
-
supporting integration with health intelligence and virtual hospital models, and
-
leading implementation research and operational evidence generation in climate-stressed hospital settings.

We are seeking to join a consortium coordinated by a public health institute, environmental/health research organisation, or university with strong expertise in climate and health. We are particularly interested in partners working on:

climate adaptation and preparedness in health systems,

health intelligence, surveillance, and decision-support frameworks,

hospital resilience, virtual care, or regional coordination models.
