Adopting a social and cultural approach to municipal governance, Tepebaşı Municipality prioritizes citizen satisfaction through a modern, transparent, and accountable management model. Its strategic objectives include creating healthy and aesthetic urban spaces, protecting the environment and nature while strengthening the balance between rural and urban areas, developing innovative and sustainable projects, using resources efficiently, and generating new ones. Built on core values such as service, reliability, transparency, and environmental awareness, Tepebaşı Municipality shapes its quality goals with a continuous improvement mindset—prioritizing employee satisfaction, effective communication, and the enhancement of quality awareness through education. Since 2013, Tepebaşı Municipality has been a signatory of the Covenant of Mayors, committing to implement its Sustainable Energy and Climate Action Plan (SECAP) to reduce greenhouse gas emissions, increase energy efficiency, and enhance climate adaptation. As a member of ICLEI, the municipality also reports its climate data to the Carbon Disclosure Project (CDP) and actively participates in international collaborations. Having successfully carried out various projects supported by European programs and national funds, Tepebaşı Municipality continues its efforts both nationally and internationally.
