Plenary - Resilient urban mobility: climate adaptation and service continuity under disruption

Extreme events can render urban transport networks and mobility services unusable and disrupt urban systems and supply chains. Timely preparation can help to ensure that resilience becomes an integral element of urban planning, transport and mobility policy and infrastructure development. A locally adapted combination of solutions can help ensure that urban transport infrastructure and mobility operations are not only resilient but also remain sustainable and efficient. This session addresses natural, climate-related as well as man-made disruptions, episodes and crises. It addresses all relevant transport modes and covers network access to all types of facilities.

The plenary is a fully moderated, interactive discussion between five voices: a newly opened automated metro, a city operating under wartime disruption, the international public transport association, the lived experience of Valencia’s extreme climate events seen from urban public transport and national rail, and Nordic city governance. Rather than a round of presentations, the moderator drives the session through three themes, opening each with a question to the whole panel and following with short, specific probes to individual speakers, so the conversation moves quickly and the perspectives collide. A brief framing round places each speaker in the room; two quick audience polls, hosted by the Master of Ceremonies before the discussion, connect Day 1 to the resilience theme; the moderator closes with a synthesis mapped to the expected outcomes.
