We are building a consortium under HORIZON-CL6-2025-GOVERNANCE-02 to design and test a systemic architecture for ecosystem-aligned payment flows—moving beyond fragmented pilots toward operational models that embed nature and climate logic into how public and private capital is disbursed.

Our approach is more than launching new instruments, but about creating structural coherence, interoperability, and conditionality across existing ones (e.g. CAP, PES, biodiversity credits, and RBP schemes).

We aim to:

• Diagnose friction points in how current tools function in territorial and institutional settings;

• Design scalable orchestration models for outcome-based disbursement across actors and sectors;

• Prototype integrated payment logic in 2–3 diverse territorial contexts (e.g., water-agriculture corridors, forest-biodiversity zones);

• Support institutional uptake through governance frameworks, delivery protocols, and financial integration pathways.

We are especially interested in partners who:

• Have experience in implementing or evaluating PES, eco-schemes, biodiversity payment mechanisms;

• Represent regional authorities, landscape managers, or intermediaries with access to real-life test beds;

• Bring expertise in digital MRV, ecological accounting, land governance, or institutional design;

• Work on CAP delivery, green budgeting, blended finance, or nature-related outcome contracts.
