General Information about the Istiqlol Recreation Park located in Guzar District

Project Information:

  • Project Initiator: "ECOKOMFORT AAA" LLC

  • Project Goal: To establish an environmentally clean recreation park

  • Project Area: 13 hectares

  • Location: Guzar city

Project Objective: The goal of this project is to create a natural, environmentally clean space for the public.

Project Implementation Mechanism: The project is based on a Public-Private Partnership (PPP) model, where a private entrepreneur is granted the project for 30 years with a mandatory investment of 1 million USD. The construction works will be carried out while maintaining 60% of the green spaces in the project area. Cutting down existing trees is prohibited.

Electricity Consumption Distribution for the Project:

  • On average, 45 million UZS (3500 USD) of electricity will be consumed monthly. Of this, 75% will be used for irrigation of trees, flowers, and green areas, while 25% will be used for lighting. (Currently, since the park is not operational, less electricity is consumed. Once the project is launched, additional 3,000 thousand trees, 2,500 thousand flowers, additional buildings, and more lighting fixtures will be installed. With extended operating hours and the development of the service sector, electricity consumption is expected to reach 100-150 million UZS (9,000-14,00 USD) per month.)

Results after the construction of the Photovoltaic Power Station: The recreation park will be supplied with 90% green energy, and the surplus electricity (purchased at 900 UZS per kW under government guarantees through the solar household platform) will be sold.

Ecological Positive Outcomes from the Project:

  • After the project’s launch, 3,000 trees will be planted, along with 2,500 flowers and various green ornamental plants.

  • The largest recreation park in the country will operate using green energy, serving the populations of nearby districts: Guzar, Kamashi, Dehqonobod, and Karshi (around 800,000 people across 4 districts).

Green Energy Utilization:

  • 5 hectares of land in the recreation park area and an additional 5 hectares of land adjacent to the back of the project, near the railway, can be allocated for green energy use.

Additional Achievements:

  • There will be a reduction in carbon dioxide emissions into the air.

  • Additional 3,000 trees, 2,500 flowers, and various green plants will be planted.

  • A beautiful green space will be created for the local population.

  • A greenhouse will be built on a 2-hectare vacant land at the back of the park to grow various vegetables (tomatoes, cucumbers, bell peppers, lemons, strawberries).

New Employment Opportunities:

  • 200 new jobs will be created within the framework of the project.

Request for Support from International Organizations and Financial Institutions:

  • We are seeking grant funds from international organizations and financial institutions to support this project. This project will serve as a model, and it will be the basis for launching similar projects across Uzbekistan in the future. (As a reference, there are currently over 140 recreation parks across Uzbekistan.)
