About

Circular Data Highway for Fashion Spain is a sector-specific infrastructure project promoted by ASECOM, FEDECON and Confederación ModaEspaña to help fashion, textile and clothing companies move from fragmented documents and reactive compliance to interoperable, traceable and reusable data.

The project will create and validate a shared data backbone for product information, supply-chain traceability, verifiable evidence, Digital Product Passport readiness, certification support, ESG/VSME preparation, digital eco-design and EPR/RAP eco-tax and eco-modulation calculations. It is not conceived as a standalone tool, but as a common transition infrastructure for SMEs and brands in Madrid and across Spain.

The proposal is aligned with RIVCircular Topic 4 – Textile Circularity, addressing sectoral traceability, DPP, material circularity, certification readiness, reduction of overproduction, and economic mechanisms linked to RAP and eco-modulation.

The project is structured around four pillars: a sector-specific product data highway; certification and verifiability; digital eco-design and pre-production validation ; and a D-EPR/RAP calculation engine to translate circularity, traceability and product attributes into eco-tax and eco-modulation scenarios among other potential solutions..

Its expected impact is to help companies structure product and supply-chain data, generate auditable evidence, prepare for the Digital Product Passport, support certification processes, anticipate ESG and VSME requirements, and make better design, sourcing and production decisions based on circularity and cost data.

The project will be implemented over 24 months through five phases: consortium setup and functional design; data backbone development and onboarding; pilot use cases for certification, MyAIwear and D-EPR; evaluation and interoperability adjustments; and final replication, scalability and business-continuity planning.
