Joint Development and Implementation of Sustainable Energy Projects in Ukraine

The Regional Decarbonization and Energy Efficiency Offices Network is seeking international partners interested in developing and implementing sustainable energy, decarbonization and reconstruction projects across Ukrainian communities.

Our Network operates under the coordination of the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), with support from the Danish Energy Agency (DEA) through the Ukrainian-Danish Energy Partnership Programme (UDEPP).

We work to connect international expertise, technologies and financing opportunities with the practical needs of Ukrainian municipalities, regional authorities and businesses.

Priority areas for joint project development:

• Municipal energy efficiency and public building modernisation.

• Distributed renewable energy generation and energy storage.

• District heating modernisation and efficient heat supply.

• Energy resilience and decentralised energy solutions for war-affected communities.

• Municipal energy planning and energy management.

• Decarbonization of local infrastructure and industrial facilities.

• Development of investment-ready energy project pipelines.

What we can contribute:

• Identification of local needs and potential project opportunities.

• Facilitation of cooperation with Ukrainian municipalities and relevant institutions.

• Stakeholder engagement and coordination at national and regional levels.

• Support for project preparation and identification of financing opportunities.

• Local coordination throughout project development and implementation.

• Knowledge exchange, capacity building and dissemination of successful solutions.

Who we are looking for:

International development agencies, donor organisations, engineering and consulting companies, renewable energy and technology providers, financial institutions, investors and other organisations interested in establishing long-term cooperation in Ukraine.

We are particularly interested in partnerships where international expertise and resources can be combined with Ukrainian institutional knowledge, local coordination and project management capacity.

Our goal is to transform identified local needs into practical, financeable and scalable projects that contribute to Ukraine's sustainable reconstruction and energy resilience.
