I am a legal historian and Professor at the Law School of Mykolas Romeris University (MRU), Lithuania, a position I have held since 1 October 2026. My research focuses on the legal regulation of historical memory in Europe, Soviet occupation and repression, transitional justice, and the relationship between law, memory and international relations.
Since 2025, I have headed the MRU Memory and Justice Research Center. Since 2026, I have also served as Advisor to the Vice-Rector for Research and Innovation on Early-Career Researchers’ Development. Previously, I served as Vice-Dean for Research at the MRU Law School from 2020 to 2023 and from 2024 to 2026.
In November 2024, I was appointed by the Lithuanian Parliament to the Council of the Genocide and Resistance Research Centre of Lithuania for a five-year term. In June 2025, I joined the Scientific Advisory Council of the Observatory on History Teaching in Europe (OHTE), established by the Council of Europe, for a two-year term.
From October 2022 to October 2024, I was a postdoctoral researcher in the MEMOCRACY project, funded by the Volkswagen Foundation, at the Centre for Military Studies, University of Copenhagen, Denmark. My research examined memory politics and its relationship with security, including the use of historical narratives in hybrid warfare. I defended my PhD at MRU in 2013 with a dissertation on Soviet courts of general jurisdiction in occupied Lithuania between 1940 and 1953. As a Fulbright Scholar at Columbia University’s Harriman Institute in 2019–2020, I researched Soviet repression in Lithuania in relation to the concept of genocide.
My recent publications address the legal regulation of historical memory, Soviet repression, and the relationship between justice, memory and international law. They include The Regulation of Historical Memory in the Council of Europe: The European Court of Human Rights Before and After 2022 (Hart/Bloomsbury, 2025), Criminalizing Holocaust Denial in the EU: Compendium on 27 Member States (2025), “Soviet Monument Removal in the Baltic States as Mental Decolonization from the USSR” (Lituanus, 2026), and Sexual Abuse of Women in Soviet-Occupied Lithuania: Legal and Political Dimensions of Rape (Palgrave, 2026).
