My organisation

Cyber University is a specialized state higher education institution established by Presidential Decree No. PQ-14 on January 20, 2025, under the Ministry of Digital Technologies of the Republic of Uzbekistan. The University focuses on preparing highly skilled professionals in cybersecurity, information security, artificial intelligence, digital technologies, digital economy, data science, robotics, and related fields. Cyber University combines international academic standards, modern teaching technologies, practical training, research, and industry collaboration. Its 1+3 education model includes a Foundation year followed by three years of English-medium undergraduate education. Students benefit from modern cybersecurity laboratories, internships with leading companies, international exchange opportunities, professional certifications, research and innovation projects, hackathons, and an active student community. The University collaborates with leading national and international universities, research institutions, government organizations, and technology companies to deliver joint educational, research, and innovation initiatives. Cyber University aims to develop graduates with advanced technical expertise, practical cybersecurity skills, leadership, teamwork, professional networks, and international competencies, preparing them for successful careers in the rapidly growing global digital economy.

About me

I am a development and higher-education strategist with over a decade of experience spanning public sector policy implementation, academic leadership, and international partnership building. He currently serves as Head of International Projects, Grants, and Innovation at Cyber University, Uzbekistan, where he leads global partnerships to secure grants for cybersecurity and digital education initiatives, drives curriculum reform, and directs institutional alignment with Uzbekistan's Concept 2030 vision.

Prior to this, he served as Lecturer and Vice-Rector for International Cooperation at Bukhara University of Innovation, where he built the university's international relations function from the ground up — forging partnerships with foreign institutions and overseeing academic and administrative reporting systems. His foundation in public administration was built in Sri Lanka, where he spent nearly a decade coordinating national SME development policy and district-level agricultural and industrial development projects for the Ministry of Industry and Commerce and the Ministry of Home Affairs.

Academically, Janitha holds a Master of Public Administration in Community Development from Yonsei University (South Korea), completed with distinction (GPA 4.23/4.30) and recognized with the university's Academic Accomplishment Award. He holds a Business Commerce (Special) Degree from the University of Sri Jayewardenepura and is currently completing a Doctor of Business Administration at INTI International University, expected in 2027. He also holds foundation-level accounting credentials from the Institute of Chartered Accountants of Sri Lanka (ICASL).

Combining grounding in grassroots development work with strategic experience in international academic diplomacy, Janitha brings a rare blend of policy fluency, cross-cultural partnership-building, and institutional innovation — with a particular strength in translating national development frameworks into actionable, fundable university-level programs.
