The National Agency for Research and Development is the central administrative authority subordinated to the Government of the Republic of Moldova, which implements the state policy in the fields of activity entrusted to it. The Agency’s mission is to ensure excellence and performance in achieving national priorities in the fields of research, innovation, and development. The National Agency for Research and Development carries out its duties in the areas of promoting and financing research, innovation, and development. Some of the Agency’s main responsibilities are: – implementing state policy according to action plans approved by the Government for the realization of the National Program in the fields of research, innovation, and development, as well as sectoral strategies; – managing the approved budget for project financing, in accordance with the legal framework; – administering national development funds within bilateral and multilateral programs launched under cooperation agreements with international organizations and foundations, in accordance with Government regulations; – organizing and conducting project competitions, including ensuring independent expertise and evaluation of the projects submitted to competitions, for the allocation of public funds intended for project financing; – selecting projects for financing, within the approved budget limits and according to the Government-approved action plan, based on evaluations carried out by local and/or foreign researchers, in accordance with the Government-approved project financing methodology; – organizing and ensuring the contracting of projects declared winners in the competitions; – facilitating partnerships between organizations in the fields of science, innovation, and development and economic agents with public or private capital; – providing assistance to the scientific community, promoting cooperation in the fields of research, innovation, and development at the national and international levels, and carrying out related activities; – organizing independent evaluations of international project proposals, financing and monitoring their implementation, and systematizing the results obtained; – carrying out activities related to the participation of the Republic of Moldova in EU programs and projects in research, innovation, and development, including information, training, and promotion activities, as provided by regulatory acts.
