At Co-PLAN we work to bridge academia, policy, and communities through applied research and development project in governance, environment, and resilience. About me

I am a researcher and a territorial governance expert with over 20 years of experience supporting central and local governments in Albania, the Western Balkans, and transition economies. My expertise spans urban development policies, intergovernmental fiscal relations, spatial and territorial planning, and sustainable economic development. I have a strong background in legislative frameworks, regional and territorial reform, decentralization, land management, and climate resilience. Throughout my career, I have led, managed, and contributed to over 40 major donor-funded projects, including Horizon-funded research initiatives. As a researcher and lecturer at Polis University and Executive Director of Co-PLAN, I am passionate about advancing innovative, sustainable solutions for territorial development, with a focus on good governance, capacity building, and inclusive urban transformation.
