About
CiTUA - Center for Innovation in Territory, Urbanism, and Architecture from Instituto Superior Técnico, ULisboa, is leading a research project called NEW HABITATS FOR CONVERTIBLE VACANT BUILDINGS.
Our work focuses on identifying, analyzing, and prioritizing vacant public buildings in Portugal with strong potential to be converted into affordable, communal, and sustainable housing, especially for groups excluded from market-driven housing solutions.This research is part of a larger initiative to guide evidence-based urban and housing policies, developed in close collaboration with state institutions that own relevant buildings and key reconstruction stakeholders. By drawing on research projects and best practices from Europe, the program will create frameworks, guidelines, and models for building conversion. It will evaluate buildings in valuable urban areas, develop tailored conversion strategies, and detail rehabilitation requirements for each building type.
We believe our work can significantly strengthen the consortium’s neighbourhood-level validations, provide real assets for testing sufficiency measures, and contribute to scaling the results EU-wide. Our aim is to support the mapping, modelling, and validation pillars of the project, while also hosting a matchmaking platform that ensures long-term impact and stakeholder engagement.
