Eurostars-3 CALL 12: live validation of a risk-aware dispatch layer on a partner's asset

Powerlys is looking for one SME partner in another Eurostars country for a bilateral project under Eurostars-3, CALL 12 (deadline 4 March 2027; TÜBİTAK is the Turkish funding body).

The project: take a dispatch decision layer from measured backtest to measured live operation. Powerlys brings a production-ready MILP optimiser with an explicit CVaR risk layer, running autonomously every night on live ENTSO-E and TenneT data. Over 109 days of real Dutch prices it produced 14.0 percent more revenue than a rule-based baseline, roughly EUR 257,000 per year on a single 15 MW site. The missing leg is live plant telemetry, and that is what the project would supply.

Objectives: integrate the decision layer with the partner's asset or platform; run it in shadow mode over a full seasonal cycle including a winter scarcity regime; quantify the effect on imbalance cost against the partner's own settlement data.

Expected results: a market-ready product validated on real operational data, and a reference case both partners can sell from in their own markets.

Partner sought: an asset owner, operator, aggregator or energy technology SME with access to an operating renewable or storage asset in a liberalised European market (day-ahead, intraday and imbalance, with a BRP construct). Roles are equal: Powerlys contributes the decision layer and the optimisation work, the partner contributes the asset and the market access.

Status, stated plainly: Powerlys is pre-revenue, with no paying customer and no signed pilot yet. An EIC Accelerator Step-1 application is under evaluation, result expected mid-September 2026.
