AI-driven systems modelling, BCA, data ecosystem design and policy support

Basilicon brings advanced expertise in data architecture, AI/ML-driven simulation, and behavioural cost analysis (BCA) to support high-impact implementation of Horizon Europe Missions. We specialise in turning fragmented data, stakeholder complexity, and multi-scale system dynamics into operational decision-support tools.

We contribute to the design and execution of systemic transformation strategies with a focus on:

• Causal modelling and AI-enhanced scenario generation for climate adaptation, land use, and water governance

• BCA and socio-economic forecasting to quantify behavioural levers and their costs/benefits in mission contexts

• Data infrastructure planning, including interoperability, FAIR data compliance, and governance models for cross-sector integration

• Multi-criteria impact assessment frameworks aligned with mission KPIs, policy targets, and real-world constraints

• Simulation-based stakeholder engagement tools to support adoption, trust, and uptake across regions and communities

Our role is best suited for leading or co-leading horizontal work packages (e.g. impact, evaluation, data governance, policy modelling), or supporting technically demanding evaluation tasks.

We have experience from Horizon, Digital Europe, COST, Interreg, and NATO SPS projects and work comfortably at the interface of technical, policy, and regional deployment layers.
