MOBILIGN–Partners for Employee Mobility Decision Testbeds

MOBILIGN is a project concept currently being developed for the DUT Call 2026, 15-minute City – Topic 2: Align ambitions for mobility transitions across sectors.

The project addresses a practical cross-sector decision problem: when employers, public authorities and mobility providers consider changes to employee commuting, which combinations of measures are genuinely feasible, how are employees likely to respond, can the transport system accommodate those responses, how are costs and accessibility effects distributed, and which options remain robust under changing future conditions?

MOBILIGN is designed around two contrasting real decision cases, rather than around a predetermined modelling technique. Each case should involve a forthcoming employee-mobility decision, an identifiable decision owner, meaningful access to employees, a usable data route, and credible involvement of the relevant public and mobility actors.

The current research design brings together:

• a stated-choice experiment to estimate employee commuting responses to realistic and individually feasible policy packages;

• proportionate transport-system and accessibility analysis;

• feasibility-constrained multi-objective comparison of policy portfolios;

• distributional and equity assessment; and

• robustness testing under material future conditions.

Where feasible, at least one testbed should also provide an opportunity for live implementation or comparably strong operational validation.

We are particularly interested in connecting with:

• universities and research organisations eligible for funding under DUT 2026 Topic 2, particularly those with complementary expertise in travel behaviour, stated/discrete choice, accessibility, transport-system modelling or applied mobility research;

• municipalities and other urban government authorities;

• major employers or anchor institutions facing a genuine forthcoming employee-mobility decision, including hospitals, universities, large companies, industrial sites or other major trip-generating organisations;

• public transport authorities, operators and mobility providers able to contribute to real-world implementation or validation.

We are especially interested in partners that can contribute not only expertise, but also credible access to a real decision environment and to the actors who would use the resulting evidence.

The consortium and final testbeds are intentionally still open. We would be pleased to hear from organisations interested in discussing a substantive role as a funded research partner, urban authority, testbed or implementation partner.
