With a population of approximately 400,000, Tepebaşı is one of the central districts of Eskişehir and stands out with its innovative vision. Since 2013, Tepebaşı Municipality has been a signatory of the Covenant of Mayors, committing to implement the Sustainable Energy and Climate Action Plan (SECAP) with the aim of reducing greenhouse gas emissions, increasing energy efficiency, and adapting to climate change. As a member of ICLEI, the municipality also reports its climate data to the Carbon Disclosure Project (CDP) and actively participates in international collaborations.

Tepebaşı Municipality has carried out numerous initiatives supported by various European projects and national funds, and continues to engage in both national and international efforts.
